Is dorset, devon or cornwall better for a holiday for young people?

Cornwall. Newquay has a music festival in august called Boardmasters. My 17 yr old brother goes down from Yorkshire with his mates every year, for the past 3 years. They go camping, but there's loads of B&Bs. The weathers normally pretty decent down there in august too.
