Is it illigal not to register to vote or sign up for jury duty in Virginia? Thanks?

I received a paper in the mail telling me it was against the law not to register to vote in Virginia. Now I have received a jury questionnaire that says if I don't fill it out and send it in that I will have to go down to the courthouse and fill it in.Isn't this a FREE country ?
