What does this fable mean?

The main thing is that the fox was lying to the bird to get him to come down so he could eat him. The bird then lies that he thinks the 2 hounds are coming to tell him the same thing. perhaps the moral is ..telling a lie leads to more lies? Or, the bird found satisfaction by turning the tables on the fox?
