Are most North Koreans still living in famine and gulags?

Most of the North Koreans in the city are living a decent life. Most of the poor farmers are having crisis, since North Korea continue to invest heavily on heavy industries and military. Most of the North Koreans trying to escape to South Korea or China are either political activists or farmers.
